The financier bought a smaller island - the Little St James - originally in the late 1990s, but later purchased the larger adjacent island in 2016 for around $22.5 million.
This visual evidence indicate he had formulated ambitious plans to build upon the 161-acre island by erecting homes, an amphitheatre, an office beneath the waves and a reservoir.
You can see the plan is Pillsbury Sound, a marine passage in the territory, noted on the south-eastern section.
The architectural drawing is covered in red pen markings and includes a legend identifying different areas of the land.
In addition to the main plan are what look to be several other property layouts and engineering blueprints, featuring designs for dock shelters.
